Applicants may include state, county, city or township, and special district governments; independent school districts; public and private institutions of higher education; federally recognized Native American tribal governments and other tribal organizations; nonprofits with or without 501(c)(3) status; and for-profit organizations (other than small businesses), as well as other eligible domestic applicants listed in the notice. Foreign entities are not eligible to apply for or receive an award under this announcement.
