Projects that duplicate existing programs are disallowed, as are activities aimed at institutional development of an organization, which typically includes capacity-building meant primarily to strengthen an institution rather than achieve a defined public-impact project outcome.

It cannot be used for venture capital, for-profit endeavors, or any project that charges participants a fee to take part. It also cannot support specific religious activities, fundraising campaigns, or any partisan political activity, including supporting or opposing political parties or candidates, or lobbying for specific legislation.
