The work also includes developing projects from existing cultural and natural resource management plans, preparing Authority to Release documentation for AFCEC submittals, and supporting AFCEC review of deliverables such as work plans, schedules, and technical reports. Compliance support features prominently, including assisting with or reviewing National Historic Preservation Act (NHPA) Section 106 and 110 reviews, preparing consultation documentation, and supporting consultations with Tribal governments and the State Historic Preservation Office (SHPO). The scope also calls for developing Archaeological Resources Protection Act (ARPA) and Native American Graves Protection and Repatriation Act (NAGPRA) plans of action for inadvertent discoveries.
Additional technical and programmatic tasks include supporting periodic data calls by collating, reviewing, and entering data; helping installation staff conduct annual Integrated Cultural Resources Management Plan (ICRMP) reviews and periodic updates, including stakeholder consultations; and tracking plan and permit milestone dates to keep reviews and submissions on schedule. The role also covers field and collections-related support such as assisting with identification and evaluation of built environment resources, archaeological sites, and Traditional Cultural Properties, as well as inspecting curated collections and facilitating professional research access. Beyond installation-level tasks, the recipient may help draft or revise Air Force-wide cultural resources policy documents (including Air Force Instructions, guidance, and policy memos), provide technical review and recommendations on proposals for the DoD Legacy Resource Management Program, support public-facing or stakeholder materials like fact sheets, and provide geospatial mapping expertise tied to cultural and archaeological resource management.
The period of performance is structured as a 12-month base period from the date of award, with four additional 12-month option periods anticipated, contingent on funding availability. The posting itself was a Request for Statements of Interest rather than a full proposal solicitation.
