Eligibility is broad and includes state governments, counties, cities or townships, special district governments, public and state-controlled institutions of higher education, private institutions of higher education, individuals, and nonprofit organizations (both 501(c)(3) and non-501(c)(3), excluding institutions of higher education under the nonprofit categories as stated). NRCS expected to make one award, with an award ceiling of $110,000.
