The Embassy is seeking proposals primarily from legally recognized, non-profit, non-governmental organizations or institutions that can meet both U.S. and Norwegian legal and technical requirements. The project is intended to be implemented as a regional effort with a Nordic perspective, while still delivering concrete benefits for audiences in Norway.
The core program deliverables have two main parts. First, the selected partner will organize and co-host a regional seminar in spring 2020 focused on media literacy, aimed at journalists, media advisors, and government public affairs professionals, and it must include at least one session that is open to the general public. Second, the partner will develop an online media literacy toolkit or set of digital tools that helps people distinguish fact-based information from disinformation and identify malign influence, especially content intended to undermine democratic processes or heighten divisions in society. A related priority is improving coordination between U.S. and Norwegian institutions, and encouraging ongoing collaboration on how to understand and counter malign influence.
Applications are expected to be detailed and implementation-ready. Proposals must be submitted on official letterhead and should include a clear project narrative with a timeline, planned activities, and milestones; an organizational background describing leadership and any Norwegian or regional partners; a seminar plan describing scope, participant groups, and potential speakers; and a description of the proposed online tools and how they will be used to counter disinformation and malign influence. Applicants also need to propose follow-on activities that could sustain cooperation beyond the initial seminar and toolkit, and include a distribution strategy for the toolkit, including outreach, promotion, and marketing to the intended audiences.
The application must also include a budget, expected outcomes, and a monitoring and evaluation plan to show how results will be measured. The Embassy also requests samples of previous relevant work, complete organizational contact information, and a commitment to provide a final report at the end of the project. Any successful applicant will be required to register in the U.S. government System for Award Management (SAM) at sam.gov, and applicants should indicate whether they are already registered.
